At level 80 you'll have enough hero points from leveling alone to learn all base class skills and traits. Sooner if you do hero challenges. Elite specs can only be learned once you learned all base skills/traits, so no need to save points. You can't reset but there are more than enough points to learn everything.

If player could reset Mastery track which is based on region (where you gain XP for that track), then it would have to be re-designed system where you have Mastery points that aren't bound to where you get them (green = HoT= Mastery related to HoT skills and abilities).
